CURA Guest Lecture: "LEFT OUT OR OPTING OUT: Drinking Water Service at the Margins in North Carolina"
Primary tabs
Center for Urban Resilience & Analytics (CURA) is excited to host Dr. Nikhil Kaza, Professor of Land Use and Environmental Planning at University of North Carolina at Chapel Hill, for a guest lecture on October 29, 2026: LEFT OUT OR OPTING OUT:
Drinking Water Service at the Margins in North Carolina.
Why do some communities remain without public water service even when they are located near existing systems? Drawing on a first-of-its-kind statewide inventory of North Carolina's mobile home parks and homeowners associations, this talk examines the hidden factors shaping access to drinking water. Using advanced mapping and extensive field research, Dr. Kaza reveals how costs, local policies, and community capacity can create gaps in service. The presentation offers new insights into infrastructure inequality and introduces the concept of "utility underbounding" to explain who gets left out of essential services.
