The Georgia Tech School of Public Policy (SPP) proudly announces that Dr. Julia Melkers is newly appointed (January 2020) editor for the journal, Research Evaluation.  She follows Dr. Diana Hicks (SPP) in this role, who served as editor for the past five years.  Drs. Hicks and Melkers also Co-Chair the biennial Atlanta Conference on Science and Innovation.

Dr. Melkers joins co-editors, Dr. Emanuela Reale (Italy) and Dr. Thed van Leewen (Netherlands).  Research Evaluation is an interdisciplinary peer-reviewed, international journal. It is the leading journal specifically concerned with the evaluation of activities concerned with scientific research, technological development and innovation.

Dr. Julia Ellen Melkers is an Associate Professor in the School of Public Policy. She teaches and conducts research in the areas of public management, organizational theory, and science and technology policy. Her current funded work addresses scientific careers throughout various stages, for both graduate student and faculty in STEM. Her evaluation research currently addresses the conceptualization and measurement of academic research capacity.  She has conducted research evaluation work for the governments of Mexico and Latvia, the American Association for the Advancement of Science, the National Research Council, and several local governments. For the last two decades she has worked as an advisor and evaluator for several NF EPSCoR programs. She served two terms on the Committee on Science, Engineering, and Public Policy (COSEPP) for the America Association for the Advancement of Science (AAAS). She also holds a visiting appointment at INGENIO, University Polytechnic Valencia, Spain. She founded and directs the ROCS lab (Research on Careers in Science), a group of undergraduate and graduate students conducting empirical research on scientific careers.  She previously was on the faculty of the University of Illinois at Chicago, Georgia State University, and the University of Alaska. She earned her PhD in Public Administration from the Maxwell School at Syracuse University.
