Todd Michney co-wrote an article out this month in the Journal of Urban History (vol. 46, issue 1, January 2020, pp. 150-180) entitled, "New Perspectives on New Deal Housing Policy: Explicating and Mapping HOLC Loans to African Americans."

In the article, the authors debunk the common assumption that the Home Owners Loan Corporation -- the 1930s federal housing agency that invented redlining -- denied loans to black borrowers.  However, it lent in ways that reinforced racial segregation, and with the primary objective of bailing out these homeowners' mostly white creditors.
