Georgia Tech's Dr. Catherine Ross is known globally as a transportation planning guru. She says Atlanta's gridlock isn't unique ─ most big cities see intense highway congestion. What's different here, she says, are political divisions that have stood (and stand) in the way of any real fix. 

"We've had many opportunities in the past to make a bold move, step up and take a chance," Ross says. "And we've failed to do that."
