The talk will conclude with a characterization of\n        winning and\n        losing strategies for proposal writing for the MES and SES\n        programs.\u003C\/p\u003E\n    \u003Cp\u003EBiography\u003C\/p\u003E\n    \u003Cp\u003ERussell\n        Barton is Program Director for manufacturing management and\n        services management\n        research in the MES and SES programs. These areas have a\n        combined annual budget\n        of over $9 million. He is on assignment at NSF from the Smeal\n        College of\n        Business at Penn State, where he is a professor in the\n        Department of Supply\n        Chain and Information Systems. He previously served as\n        co-director for the Penn\n        State Master of Manufacturing Management degree program, and as\n        associate dean\n        for research and Ph.D.\/M.S. programs for the Smeal College.
