<value>
This proposal describes the theoretical foundations, motivations, and relevance to past research efforts for D-region VLF measurement techniques. The proposed approach is a MATLAB algorithm that allows users to modify inputs such as lightning source-density prior, a per-transmitter (TX) path-effectiveness weight, an angular-diversity coverage score, a separation penalty, data driven spatial weight, and an azimuthal sector-balance term into a composite score for global receiver (RX) placement. A greedy selection then proposes sites subject to the selection constraints described. Additionally, applying spherical harmonic representation provides a single scale-resolved description of the composite score surface and each regional overlay through its degree-power spectrum. It provides the coordinate system in which a placement-induced coverage region can be defined and resolvable. It also helps synthetic data and more future real data products be compared in the spectral domain before deployment, rather than just placements they produce. This proposed algorithm application is an extension of past research and development from the Low Frequency Radio Group but with a unique approach to potential future expansion considerations.
</value>
