      <value><![CDATA[<p>The objective of the proposed research is to develop a tractable optimization algorithm to size, site, and operate transmission infrastructure investments to promote transmission grid resilience under natural disasters, with a specific focus on mitigating impacts during proactive de-energization events to minimize wildfire risk. This work includes optimal power shutoff formulations and investment frameworks to support multi-time period planning for load shed mitigation. This results in a mixed integer linear program for topology reconfiguration with a multi-objective outcome. To scale to larger time horizons and more realistic test networks, we incorporate decomposition techniques, such as progressive hedging, to more effectively model operational decisions to optimally site and size transmission level infrastructure. We propose to combine these algorithms with realistic hourly data on power demand, generation, and climate risks to showcase the effectiveness of this framework.</p>]]></value>
