This work includes optimal power shutoff formulations and investment frameworks to support multi-time period planning for load shed mitigation. This results in a mixed integer linear program for topology reconfiguration with a multi-objective outcome. To scale to larger time horizons and more realistic test networks, we incorporate decomposition techniques, such as progressive hedging, to more effectively model operational decisions to optimally site and size transmission level infrastructure.
