Disaster management is evolving from a reactive approach\u2014\u003Cbr\u003Eaddressing damage only after it occurs\u2014to a proactive stage, where potential\u003Cbr\u003Edisasters are anticipated and preparations are made, and ultimately to a predictive\u003Cbr\u003Estage, where data is used to forecast disaster impacts. While current disaster\u003Cbr\u003Eresponse remains largely reactive, with growing efforts towards proactive measures,\u003Cbr\u003Ethis work addresses the gaps in reactive post-disaster damage assessments and\u003Cbr\u003Eadvances the field towards proactive and predictive disaster management, with the\u003Cbr\u003Egoal of improving overall preparedness.\u003Cbr\u003EThis research employs multi-modal data-driven methods to enhance both postdisaster\u003Cbr\u003Edamage assessment and pre-disaster damage prediction. By integrating Geographic Information Systems (GIS), data analytics, and machine learning with\u003Cbr\u003Ediverse data, such as tabular data, social media imagery, satellite imagery, and\u003Cbr\u003Enighttime light data, the study provides critical insights into disasters like hurricanes,\u003Cbr\u003Etornadoes, earthquakes, and landslides.
