The paper is titled \u0026ldquo;Appetite for Reform: When do Exogenous Shocks Motivate Industrial Policy Change?\u0026rdquo; and was co-authored by Seth Pipkin of the University of California, Irvine.\u003C\/p\u003E\r\n\r\n\u003Cp\u003EIn it, Fuentes and Pipkin discuss how it is that exogenous shocks can cause industrial policy change. They use Mexico and Brazil\u0026rsquo;s petroleum industries in the wake of the 1973 Oil Shock and 1982 Debt Crisis as case studies.
