The awarding comittee was very impressed with the paper, particularly its attention to historicity and the elucidation of the cultural shift to personal responsibility. Committee members also commented on the strength of Shelby's analysis in highlighting how the technologies meant to address rape as a social problem contribute to a longstanding effort to regulate women's bodies.
