They calculated that under those peak August rates, annual government-assessed duties would skyrocket to $15.8 billion — nearly 30 times higher than historical baselines — resulting in an estimated $8.1 billion in ultimate passed-through costs to the healthcare system.

“The results have nontrivial implications for impacts of tariffs on the fiscal sustainability of health care in the United States,” the authors wrote. “Although the amount of duties collected and passed through the border may seem small in the context of large aggregate U.S. spending on healthcare, increased costs land somewhere in the medical supply chain – incurred by manufacturers, distributors, providers, insurers, and patients.”

The tariffs, first imposed in February 2025, were the first by the Trump administration to include medical supplies and equipment, which traditionally have been excluded from significant tariffs.

Those tariffs were later struck down by the U.S. Supreme Court and replaced by a 10% global tariff that was later, itself, reversed by the U.S. Court of International Trade.

While the study is not the first to calculate the pass-through cost of tariffs to the healthcare sector, the authors say it is the first to build a fully comprehensive database tracking the historical changes, temporary exemptions, and other details of medical tariffs since 2017.

The researchers were also the first to use more granular customs codes to separate the pass-through effects across different categories of medical goods, revealing that final branded products and packaged medications bore a much higher pass-through rate than raw active pharmaceutical ingredients.

Those revelations suggest that overseas market power and how buyers react to price changes play major roles in keeping pass-through rates high, the researchers said.

More than 40% of pharmaceuticals in dosage form and more than a third of medical devices come from suppliers in four countries, most of which faced substantial tariffs. Such geographic concentration makes it extremely difficult for the healthcare industry to quickly shift sourcing or avoid these tariff costs, the researchers said.

“If production of branded dosage forms and certain types of medical devices tends to be dominated by monopolies or oligopolies with facilities located overseas, these companies could pass the bulk of the cost of the tariff to US importers in response to tariff hikes without fear of losing substantial market share as long as it is difficult for new firms to enter the market,” the authors wrote.

The study was conducted by Kang and UCD coauthors Xiangtao Meng, Katheryn N. Russ, and James Waters. The paper, “Tariffs on Medical Goods: Pass-Through, Geography, and Aggregate Costs to the US Health-Care System,” was first published online on Feb. 27, 2026 in the National Tax Journal. It is available at https://doi.org/10.1086/739621.

<status>1</status> INTERSECT 2026 recently brought together leading voices in energy to explore critical issues in the Southeast’s energy ecosystem, and School of Economics Professor Laura Taylor played a central role.

Taylor, director of the Energy Policy and Innovation Center (EPIcenter) and former Economics chair, organized and hosted the event, which coincided with EPIcenter 10th anniversary and reflected the Center's impact in convening cross-sector leaders to advance regional energy innovation.

“INTERSECT 2026 demonstrated the power of bringing together leaders who are actively shaping the future of energy,” Taylor said. “What began as a forum to explore emerging ideas has grown into a critical platform for aligning perspectives and advancing actionable solutions across the Southeast.”

With more than 150 attendees from industry, academia, and research organizations, the May 18, 2026, event’s high-level engagement underscored the urgency of critical issues facing the energy sector today, including the surging electricity demand, resiliency of the grid, and evolving supply chains, as well as the value of a dedicated space for candid, solutions-oriented dialogue.

This year’s program, focused on real-world implementation challenges, including managing large-scale load growth and coordinating infrastructure investments to meet demand reliably and affordably. Panels featuring leaders from utilities, global energy corporations, and research organizations emphasized the importance of aligning strategy across sectors to ensure that the Southeast remains competitive and resilient.

Chris Womack, chairman, president, and CEO of Southern Company, delivered the keynote address, highlighting the unprecedented scale of current energy demands.

“Meeting this moment requires us to think differently — serving growth while ensuring reliability, resilience, and long-term value for our customers and communities,” said Womack.

The inaugural INTERSECT conference in 2017 marked the launch of EPIcenter itself and established Georgia Tech’s commitment to connecting research, industry insight, and policy development. It focused on the need to bridge the gap between rapidly advancing technologies and slower-moving regulatory and market frameworks, a theme that continues to shape EPIcenter's mission today.

As INTERSECT 2026 concluded, participants pointed to a shared takeaway: With its industrial base, growing population, and integrated energy systems, the Southeast is uniquely positioned to lead in the next phase of the energy transition. With AI-driven power demand and grid infrastructure playing a significant role going forward, it is imperative to bring together the right voices to shape policies and strategies that will connect ideas to action.

News Contact

  <status>1</status> <created>1780063072</created> <gmt_created>2026-05-29 13:57:52</gmt_created> <changed>1780066109</changed> <gmt_changed>2026-05-29 14:48:29</gmt_changed> <promote>0</promote> <sticky>0</sticky> <teaser>Georgia Tech’s INTERSECT 2026 brought together leading voices in energy on May 18 to explore critical issues in the Southeast’s energy ecosystem.</teaser> <type>news</type> <sentence>Georgia Tech’s INTERSECT 2026 brought together leading voices in energy on May 18 to explore critical issues in the Southeast’s energy ecosystem.</sentence>

Georgia Tech’s INTERSECT 2026 brought together leading voices in energy on May 18 to explore critical issues in the Southeast’s energy ecosystem.

  <dateline>2026-05-29T00:00:00-04:00</dateline> <iso_dateline>2026-05-29T00:00:00-04:00</iso_dateline> <gmt_dateline>2026-05-29 00:00:00</gmt_dateline>

  <sidebar></sidebar>
priya.devarajan@research.gatech.edu
  <location></location> <contact>
Priya Devarajan
Strategic Energy Institute
</contact> <boilerplate></boilerplate> <boilerplate_text></boilerplate_text> <media>
680380
      </media> <hg_media>
          <nid>680380</nid> <type>image</type>
laura-taylor-rs.jpg

Laura Taylor, director of the Energy Policy Innovation Center and professor in the School of Economics.

                      <image_name>laura-taylor-rs.jpg</image_name> <image_path>/sites/default/files/2026/05/29/laura-taylor-rs.jpg</image_path> <image_full_path>http://hg.gatech.edu//sites/default/files/2026/05/29/laura-taylor-rs.jpg</image_full_path> <image_740>http://hg.gatech.edu/sites/default/files/styles/740xx_scale/public/sites/default/files/2026/05/29/laura-taylor-rs.jpg?itok=ov1umF4K</image_740> <image_mime>image/jpeg</image_mime> <image_alt>""</image_alt> <created>1780065958</created> <gmt_created>2026-05-29 14:45:58</gmt_created> <changed>1780066019</changed> <gmt_changed>2026-05-29 14:46:59</gmt_changed>
      </hg_media> <related> </related> <files> </files> <groups> <group id="1281">Ivan Allen College of Liberal Arts</group> <group id="1282">School of Economics</group> </groups> <categories> </categories> <news_terms> </news_terms> <keywords> </keywords> <core_research_areas> </core_research_areas> <news_room_topics> </news_room_topics> <files></files> <related></related> <userdata></userdata></node><node id="690263">
Georgia Tech Hosts Annual Southeast Exchange of Development Studies Conference
  <uid>36009</uid>

Georgia Tech and the Ivan Allen College of Liberal Arts hosted the 6th Annual Southeast Exchange of Development Studies (SEEDS) Conference April 30 – May 1.

The 2026 SEEDS conference brought together social scientists from a variety of fields, including economics, international affairs, public policy, and sociology, who are conducting research in the broad area of development. So, it follows that forest expansion efforts would displace agriculture — but new research from Georgia Tech's School of Economics reports that that’s not necessarily the case. And not only that, forest expansion actually increased agricultural output in the study.

These findings can help governments, policymakers, and conservation organizations more accurately assess the costs and benefits of forest expansion projects in the fight against climate change.

“The key policy implication is that there may be co-benefits to using forest expansion as a tool to sequester carbon,” said Matthew E. Oliver, associate professor at the School of Economics and co-author on the paper. Without accounting for them, the net social benefits may be significantly underestimated, the researchers write.

The findings could also suggest alternative paths for aid organizations, Oliver said.

“Development programs don’t have to be in the form of direct aid. This project was about increasing forest areas, but it also supported the local economy in another indirect way.”

Main Findings

The paper, written by Oliver and Dylan Brewer at Georgia Tech and Vikrant K. Kamble at Muskingum University, was published in Land Economics. The project began as Kamble’s Ph.D. dissertation, on which Oliver and Brewer co-advised. They find:

Following one of the largest forest expansion programs in Rajasthan, India, agricultural production in the area increased by 24% in the seven to 14 years after planting.

The researchers hypothesize this could be due to increased pollinator activity in the newly forested areas and the 2% increase in rainfall they measured.

While the 2% increase is statistically insignificant, yields for crops relying on rainfall grew considerably while yields for crops relying on irrigation did not, suggesting a connection between forest expansion, rainfall, and improved agricultural outputs.

This is some of the first evidence of its kind, and the researchers caution that the results may not hold true everywhere.

However, “our task was to rule out a negative impact on agriculture, and the fact that we're not seeing that and that there could be a positive impact is really strong evidence that we don't see a reverse trade-off,” Brewer said. “When you go back and reforest, it's not going to eat into agricultural resources.”

“Is There a Tradeoff between Forest Expansion and Agriculture?” was published in Land Economics in August 2025. Without them, it’s difficult for almost any endeavor — be it diplomatic, technological, or artistic — to succeed.

Murdie, the new dean of the Ivan Allen College of Liberal Arts and an expert in international relations, also has extensively studied game theory and finds it incredibly relevant to her work in human rights and human security. Typically defined as the study of mathematical models of strategic interactions, game theory relies on understanding distinctively non-mathematical factors like psychology and cultural norms.

“To make a good game theory model, you have to understand the motivations of individuals, and you can't understand those motivations from only the sciences. You really need the humanistic side,” Murdie says. “If you're going to do anything as a game theorist, you must understand how humans function, and that's more than just the natural sciences or the social sciences. It’s inherently interdisciplinary.”

The liberal arts provide that understanding not just in game theory but in any discipline, says Murdie. “Liberal arts are the lifeline through which all other knowledge flows,” she says.

Interdisciplinary Lens

Murdie’s background in human rights gave her an early appreciation of how many research areas outside of international relations play a key role in improving lives worldwide.

“Coming from a human rights tradition, you always start with an interdisciplinary lens,” she says.

Murdie’s training and research have included a wide range of students, professors, and collaborators — from economics, law, history, sociology, business, statistics, and more. She says human rights and international affairs are not at all unique in demanding an interdisciplinary approach. Solving any complex problem requires knowledge of many direct and indirect factors.

To connect the dots, you need collaborators from a range of disciplines. And to trust and work with collaborators from each discipline, you need at least a basic, working level of knowledge about it, says Murdie.

“How do you respect someone else's method of inquiry and someone else's method of creation? That's something universities don't train students well for unless there’s a truly interdisciplinary focus,” she says.

Ivan Allen Advantage

Whether someone is launching a business, creating a new technology, or negotiating a treaty, connecting the dots is crucial to innovation, as well as staying more than a few steps ahead of AI and automation. The Ivan Allen College of Liberal Arts is perfectly positioned to make more of those connections as a liberal arts hub embedded within an institute making the latest breakthroughs in engineering, computing, and sciences, says Murdie, who joined Georgia Tech from the University of Georgia. She calls it the “Ivan Allen Advantage.”

“I think the Ivan Allen Advantage goes in two directions. I think in one direction, our advantage for all Tech students is that they need that liberal arts training in order to be better communicators and actually think about humanity and how technology can be used,” Murdie says. “And I think the Ivan Allen Advantage also is for those of us who are passionate about the liberal arts, who want to focus on the human condition. Doing so in an environment that is tech-informed leads to better student outcomes.”

The College is also well positioned (as a connector of dots) to channel faculty and student research expertise toward solving problems and improving lives, Murdie says. The Center for Advanced Communications Policy (CACP) and Center for Urban Research represent excellent examples of how the liberal arts can act as a hub and facilitator for tackling complex challenges, she adds.

Training for the Future

As AI and other technologies accelerate changes in nearly every aspect of our lives, the ability to be creative, lead complex teams, solve problems, and connect with others has never been more important. What better way to master those skills than to enhance your education with the study of literature, languages, history, and culture? Murdie asks.

“We're going to build the liberal arts into what it should be — the best place for people to get training for the future. But that training needs to be informed by technology, and it needs to be informed by the deep understanding of AI and machine learning,” Murdie says.

“If you’re an engineer who can't write or express ideas clearly, it's easier for your job to be taken by AI. It's our ability to be human that keeps us in the game.”

<status>1</status> <created>1748868868</created> <gmt_created>2025-06-02 12:54:28</gmt_created> <changed>1748875050</changed> <gmt_changed>2025-06-02 14:37:30</gmt_changed> <promote>0</promote> <sticky>0</sticky> <teaser>Amanda Murdie, Dean of the Ivan Allen College of Liberal Arts, is an expert in international relations and game theory — skills she plans to use to foster strategic connections for liberal arts education and research at Georgia Tech.</teaser> <type>news</type> <sentence>Amanda Murdie, Dean of the Ivan Allen College of Liberal Arts, is an expert in international relations and game theory — skills she plans to use to foster strategic connections for liberal arts education and research at Georgia Tech.</sentence>

Amanda Murdie, Dean of the Ivan Allen College of Liberal Arts, is an expert in international relations and game theory — skills she plans to use to foster strategic connections for liberal arts education and research at Georgia Tech.

  <dateline>2025-06-02T00:00:00-04:00</dateline> <iso_dateline>2025-06-02T00:00:00-04:00</iso_dateline> <gmt_dateline>2025-06-02 00:00:00</gmt_dateline>

  <sidebar></sidebar>

  <location></location> <contact>
Megan McRainey
megan.mcrainey@gatech.edu

</contact> <boilerplate></boilerplate> <boilerplate_text></boilerplate_text> <media>
677165
      </media> <hg_media>
          <nid>677165</nid> <type>image</type>
amanda-murdie-profile.png

                      <image_name>amanda-murdie-profile.png</image_name> <image_path>/sites/default/files/2025/06/02/amanda-murdie-profile.png</image_path> <image_full_path>http://hg.gatech.edu//sites/default/files/2025/06/02/amanda-murdie-profile.png</image_full_path> <image_740>http://hg.gatech.edu/sites/default/files/styles/740xx_scale/public/sites/default/files/2025/06/02/amanda-murdie-profile.png?itok=lpbZMVNM</image_740> <image_mime>image/png</image_mime> <image_alt>Amanda Murdie Headshot</image_alt> <created>1748868879</created> <gmt_created>2025-06-02 12:54:39</gmt_created> <changed>1748868879</changed> <gmt_changed>2025-06-02 12:54:39</gmt_changed>
      </hg_media> <related>

https://www.gatech.edu/news/2025/01/07/amanda-murdie-named-dean-georgia-techs-ivan-allen-college-liberal-arts

Amanda Murdie Named Dean of Georgia Tech's Ivan Allen College of Liberal Arts

      </related> <files> </files> <groups> <group id="1281">Ivan Allen College of Liberal Arts</group> <group id="1285">Sam Nunn School of International Affairs</group> <group id="1282">School of Economics</group> <group id="1288">School of History and Sociology</group> <group id="1283">School of Literature, Media, and Communication</group> <group id="1284">School of Modern Languages</group> <group id="1289">School of Public Policy</group> </groups> <categories> </categories> <news_terms> </news_terms> <keywords> </keywords> <core_research_areas> </core_research_areas> <news_room_topics> </news_room_topics> <files></files> <related></related> <userdata></userdata></node><node id="681896">
Ivan Allen College Celebrates 2025 Distinguished Alumni Awards
  <uid>35766</uid>

The Ivan Allen College of Liberal Arts celebrated students, faculty, and alumni at the 11th Annual Distinguished Alumni Awards on April 17.

The cocktail hour and awards ceremony at the Georgian Terrace recognized graduates from each of the six Schools in Ivan Allen College and the three ROTC units. Heckman, as part of the annual conference for The Society for Economic Measurement (SEM) Aug. 1-3.

Heckman is the Henry Schultz Distinguished Service Professor of Economics at the University of Chicago and an expert in the economics of human development. Through the university’s Center for the Economics of Human Development, he has conducted groundbreaking work with a consortium of economists, developmental psychologists, sociologists, statisticians, and neuroscientists, showing that quality early childhood development heavily influences health, economic, and social outcomes for individuals and society at large. Heckman has shown that there are great economic gains to be had by investing in early childhood development.

“He gave us a vocabulary, tools, and methodology with which we could answer some of these policy questions,” said Shatakshee Dhongde, associate dean for academic affairs and professor in the School of Economics, in her opening remarks at the event. “I was inspired by his work. He put poverty front and center within economics research.”

In his lecture titled “The Economics and Measurement of Child Development," Heckman detailed international examples of low-cost programs shown to effectively support early childhood development in places heavily impacted by poverty. Pinpointing the positive impact of these programs on children and the community required a more nuanced measurement of the skills children were learning, said Heckman.

“As I got into the psychology and measurement of skills, I began to have serious doubts about how we were measuring skill … The goal was to understand the mechanisms and measurement of skill formation,” Heckman said.

Measuring skills on a simple scale and using basic indicators such as IQ or other test scores is often arbitrary and provides an incomplete picture. But with the addition of testing over a longer period, assessments of parental involvement, and other measurements, a more complete view of how skills build upon each other emerges, Heckman said.

“If we build a skill base for a very disadvantaged child, later on, as we give lessons to that child … that child will develop those lessons and learn those lessons much more effectively,” Heckman said.

<status>1</status> <created>1723040226</created> <gmt_created>2024-08-07 14:17:06</gmt_created> <changed>1723040399</changed> <gmt_changed>2024-08-07 14:19:59</gmt_changed> <promote>0</promote> <sticky>0</sticky> <teaser>Ivan Allen College of Liberal Arts and the School of Economics hosted important discussions about childhood development and poverty, including a lecture from Nobel prize-winning economist James J.
