{"589207":{"#nid":"589207","#data":{"type":"news","title":"Catherine Dale on US-Russia Relations","body":[{"value":"\u003Cp\u003EOn March 13th, Dr. Catherine Dale discussed \u0026ldquo;Resetting the U.S.-Russian Relationship?\u0026nbsp;Risks and Opportunities.\u0026rdquo;\u0026nbsp; In her talk, she stressed four\u0026nbsp;points:\u003C\/p\u003E\r\n\r\n\u003Col\u003E\r\n\t\u003Cli\u003ERussia\u0026rsquo;s behavior is not new.\u0026nbsp; Russia learned in Abkhazia that \u0026ldquo;a little bit of intervention goes a long way.\u0026rdquo;\u003C\/li\u003E\r\n\t\u003Cli\u003ERussia\u0026rsquo;s behavior is not surprising.\u0026nbsp; There has been a consistency in Russian foreign policy going back to Soviet times and it fits with Russia\u0026rsquo;s view of itself as a great power.\u003C\/li\u003E\r\n\t\u003Cli\u003ERussia\u0026rsquo;s behavior is not OK.\u003C\/li\u003E\r\n\t\u003Cli\u003EThere is hope.\u0026nbsp; The U.S. needs a \u0026ldquo;clear strategic vision\u0026rdquo; about how to approach\u0026nbsp;Russia, which\u0026nbsp;would entail\u0026nbsp;\u0026ldquo;pragmatic cooperation and respect within a framework of responsibility and accountability.\u0026rdquo;\u0026nbsp; The U.S. should NOT accept the situation in Crimea.\u0026nbsp;\u0026nbsp;While there is hope, there is no \u0026ldquo;grand bargain that can reset the relationship over night.\u0026rdquo;\u003C\/li\u003E\r\n\u003C\/ol\u003E\r\n\r\n\u003Cp\u003EIn addition to her talk, Dr. Dale met with students and participated in Gen. Breedlove\u0026rsquo;s briefing.\u003C\/p\u003E\r\n\r\n\u003Cp\u003EDr. Dale currently directs the Center for Russia and Eurasia at the RAND Corporation.\u0026nbsp; Before joining RAND, Dr. Dale was Senior Advisor to\u0026nbsp;the Commander, U.S. European Command, who\u0026nbsp;was dual-hatted as NATO\u0026rsquo;s Supreme Allied Commander, Europe.\u0026nbsp; She has also been Senior Advisor to the Commander of NATO\u0026rsquo;s International Security Assistance Force (ISAF) Joint Command in Afghanistan; Political Advisor to the Commanding General of Combined Joint Task Force-7 in Iraq;\u0026nbsp;Special Assistant to the Deputy Secretary of Defense;\u0026nbsp;and Special Assistant to the Special Representative of the UN Secretary General for Georgia.\u0026nbsp; She also led the Congressional Research Service\u0026rsquo;s analytical efforts regarding overall defense strategy and the wars in Iraq and Afghanistan\u003C\/p\u003E\r\n\r\n\u003Cp\u003EThe event was initiated by and Dr. Dale introduced by\u0026nbsp;Gen.
