Yet Clos has also warned that one leg of that tripod \u2014 urban planning \u2014 \u201cis in crisis\u0026nbsp;today\u201d. At the\u0026nbsp;\u003Ca href=\u0022http:\/\/citiscope.org\/habitatIII\/news\/2015\/04\/landmark-governing-council-session-debates-un-habitats-role-development\u0022\u003E25th session of the\u0026nbsp;UN-Habitat Governing Council\u003C\/a\u003E, held in Nairobi in late April, that leg was strengthened through a resolution establishing global guidelines on the issue. France, Japan, South Africa and Uganda co-sponsored\u0026nbsp;\u003Ca href=\u0022http:\/\/unhabitat.org\/wp-content\/uploads\/2015\/01\/Submission-by-France-Japan-South-Africa-and-Uganda-Draft-resolution-25-6-International-guidelines-on-urban-and-territorial-planning-E.pdf\u0022\u003EResolution 25\/6\u003C\/a\u003E, adopted during the Governing Council, which sets forth\u0026nbsp;\u003Ca href=\u0022http:\/\/unhabitat.org\/wp-content\/uploads\/2015\/01\/English4.pdf\u0022\u003Enew guidance\u003C\/a\u003E\u0026nbsp;on urban and territorial\u0026nbsp;planning. An expert group that first convened in 2013 drafted the planning guidelines.
