Before returning home to Atlanta in 2011, Todd was the Legislative Director and General Counsel for Senator Joe Lieberman (I-CT) during the debate and passage of the Affordable Care Act (ACA).\u0026nbsp;Todd was heavily involved in the negotiations of the bill in the US Senate, especially with regard to cost-containment measures, budgetary considerations and the public option, and he worked with industry stakeholders to address issues of concern throughout the Senate\u2019s consideration of the ACA.\u0026nbsp;\u003C\/p\u003E\u003Cp\u003EThis talk will begin with an historical overview of the federal government\u2019s role in health care policy and the electoral concerns that compelled President Obama to pursue reform in the middle of the greatest recession since the great depression.
