Hayes on "A Puzzle in Promotion: Petraeus at the CIA"

Assistant Professor Jarrod Hayes, with The Sam Nunn School of International Affairs, guest blogs, "A Puzzle in Promotion: Petraeus at the CIA".

Hayes comments, "The New York Times is reporting that President Obama plans on moving Leon Panetta to the position of Secretary of Defense and David Petraeus to the position of CIA director. While the Panetta move is interesting in its own right (i.e., will Panetta have the force of will necessary to manage the DoD?), what I find far more interesting is the move of General David Petraeus to the CIA, a man whose credentials for leading the CIA at best require some creative argumentation. I find the move puzzling (hence the title) and would like to forward a possible explanation for the move as well a negative repercussion that could result."

Jarrod Hayes is an Assistant Professor at The Sam Nunn School of International Affairs (INTA). His research focus is international security, foreign policy analysis. Dr. Hayes previously served as the ConocoPhillips Assistant Professor of International Relations in the Department of Political Science at the University of Oklahoma's School of International and Area Studies. His research interests include issues in nuclear weapons proliferation, international rivalries, international relations theory and regional level foreign policy and security dynamics in Europe, South Asia, and East Asia, and his work has been published in International Studies Quarterly. He is a member of the International Studies Association and the American Political Science Association.
